Contract Title: Smart Electricity Meters for Major Consumers

• The Government of The Gambia has received financing from the World Bank toward the cost of The Gambia Electricity Support Project and intends to apply part of the proceeds toward payments under the contract for Smart Electricity Meters for Major Consumers.

• The National Water and Electricity Company Limited (NAWEC) now invites sealed bids from eligible bidders for Smart Electricity Meters for Major Consumers.

• Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised in July 2014, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

• Interested eligible bidders may obtain further information from the Managing Director, National Water and Electricity Company Limited, 53, Mamadi Maniyang Highway, P.O. Box 609, Kanifing, Banjul, The Gambia and inspect the bidding documents during office hours 08:00 am to 18:00 pm Monday to Thursday at the address given below.

• A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US $150.00. The method of payment will be by Bank Transfer. The document will be available in hard copy at the address given below and the soft copy can be sent by Email.

• Bids must be delivered to the address below on or before February 28th 2017 at 12:00 pm. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on February 28th 2017 at 12:30 pm. Extended to March 14th 2017 at 12:00 and opening at 12:30.

• All bids must be accompanied by a Bid Security of US$15,000.00 (1 Lot).

8.Firms that cannot meet the following key qualifications requirements are not encouraged to participate in the bidding process:

a)Average annual turnover requirement

• 1 Lot: Minimum average annual turnover of US $ 900,000.00 ($ Nine Hundred Thousand).

b)Financial Resources:

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirements:

• USD $ 225,000.00 (Two Hundred and Twenty - Five Thousand United States Dollars)

c)Specific Experience:

Participation as Contractor, management Contractor or subcontractor in Procurement, Supply, Installation and commissioning of a Smart Metering System.
