Specific Procurement Notice Invitation for Initial Selection Works (Design and Build) Employer: Water Utilities Corporation Project: Botswana Emergency Water Security and Efficiency project Contract title: Design and Build Services for Connection of Six (6) New Boreholes to Malwelwe/ Molepolole/ Thamaga Thebephatshwa and Associated Works Country: Botswana Loan No. P160911 ISD No: BW-WUC-78242-CW-RFP Issued on: 23rd September 2019 • The Botswana Government has received financing from the World Bank toward the cost of the Botswana Emergency Water Security and Efficiency projects, and intends to apply part of the proceeds toward payments under the contract for the Design and Build Services for Connection of Six (6) Boreholes to Malwelwe/ Molepolole/ Thamaga Thebephatshwa and Associated Works. • The Water Utilities Corporation (WUC) intends to initially select Applicants for Design and Build Services for Connection of Six (6) New Boreholes (BHs) to Malwelwe/ Molepolole/ Thamaga Thebephatshwa and Associated Work.
The project consists of complete design, professional services, construction, supply and installation services required for equipping and electrifying the six new BHs, construction of interconnection pipelines, upgrading of Malwelwe booster pump station, construction of 32km transfer pipeline from Malwelwe booster pump station to Gaotlhobogwe water treatment plant (WTP) and refurbishments and upgrades at the WTP. It is expected that the Request for Proposals will be made in December 2019. • Applicant’s qualifications requirements include; • For the construction / supply installation related experience of the joint venture, experience under similar construction / supply installation contracts in the role of prime contractor, JV member, subcontractor, management contractor for at least the last 5 years, starting 1st January 2014.
For the design and professional services related experience of the joint venture, experience under similar design and professional services contracts as lead consultant or associate consultant for at least the last 5 years, starting 1st January 2014. • For the construction / supply installation related experience of the joint venture a minimum number of 2 similar contracts, each of minimum value US$ 8 million, that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2014 and application submission deadline, in the following key activities: equipping and electrifying boreholes, construction of water pipelines, refurbishment and upgrading of booster pump stations, refurbishment and upgrading of water treatment plants, Telemetry and SCADA Installation.
For the design and professional services related experience of the joint venture, a minimum number of 1 similar contract, of minimum value US$ 1 million, that has been satisfactorily and substantially completed as lead consultant or associate consultant between 1st January 2014 and application submission deadline, in the following key activities :Hydraulic modeling, Pipelines Design, Pump Design, Electrical and electronic design, Supervision of water network construction • The Applicant shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements estimated as USD $ 1.6 million for the subject contract(s) net of the Applicant’s other commitments. • Minimum average annual construction / supply installation turnover of US$ 8 million and Minimum average annual design/ professional services turnover of US$ 1 million, calculated as total certified payments received for contracts in progress and/or completed within the last 5 years, divided by 5 years. • The audited balance sheets or, if not required by the laws of the Applicant’s country, other financial statements acceptable to the Employer, for the last 5 years shall be submitted and must demonstrate the current soundness of the Applicant’s financial position and indicate its prospective long-term profitability. • Certificate of incorporation for international companies, PPADB Registration for local companies- Code 03 Civil Engineering Works Sub Code 06: Water Supplies, Sanitation Reticulation and Irrigation, at Grade D, Consultants-Code 303 Civil Engineering Services, Sub code 08 Irrigation, water supply and sanitation/sewerage. • Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers after July 2016(“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations. • Interested eligible Applicants may obtain further information from the Water Utilities Corporation, Keneilwe Chengeta, email: procurement@wuc.bw at the address during office hours (0800 to 1600 hours].
