Assignment Title: Design check and construction supervision for the expansion of M’banza-Congo’s City bulk water supply system – conveyance and storage and expansion and densification of the network and household connections in the city of M’banza-Congo

The Government of the Republic of Angola (GoA) has received financing from the World Bank (WB) and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola – RECLIMA and intends to apply part of the proceeds for consulting services related to the Design check and construction supervision for the expansion of Mbanza Congo's city bulk water supply system-conveyance and storage and expansion and densification of the network and household connections in the city of Mbanza Congo.
The consulting services (“the Services”) include Design Checking (i.e. reviewing designs and specifications), and supervision of construction, testing and commissioning of the new water bulk water supply infrastructures, water distribution network and household connections in the city of M’Banza-Congo. The estimated level of effort is 206 staff-months, and the expected start date of assignment is September 2025.
The expected duration of the Contracts is, as follows:

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- At least 10 years’ experience in Water Supply Design Projects, including at least two projects dedicated to bulk water supply systems.
- At least 10 years’ experience in Water Supply Projects Works Supervision including at least two projects dedicated to bulk water supply systems.
- Experience in Environmental and Social Management Frameworks and Resettlement Policy Frameworks – ESMF/RPF, specifically with ESMP and HSP
- Experience with FIDIC Conditions of Contract. (desirable).
- Experience in construction projects in sub-Saharan developing countries. (desirable).
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
