The Government of the Republic of Sierra Leone has received financing from the World Bank toward the cost of the Enhancing Sierra Leone Energy Access Project (ESLEAP), and intends to apply part of the proceeds toward payments under the Contracts for Design, Supply & Installation of 33 kV distribution lines and associated Substations to connect Kabala and Pujehun distribution networks to the Grid. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

  • The Electricity Distribution and Supply Authority (EDSA) now invites sealed Bids from eligible Bidders for: Lot 1: Design, Supply and Installation of 33 kV distribution line of about 36 km from 225/33 kV Fadugu substation to Kabala including substation at Kabala. • Approximately 36 km of 33kV distribution line (steel monopoles, double circuit structure, single circuit stringing, 265mm2 AAC conductor) • One 33/11kV, 15/20MVA Power Transformer • 33kV, 25kA for 3s, 630A Single Bus bars Air Insulated Switchgear (one feeder incomer cubicle, one transformer cubicle, one bus sectionalizer cubicle, one measuring cubicle) • Metering, protection and control • AC and DC supply • Power, auxiliary & control cables & accessories • Miscellaneous works (substation earth grid, outdoor lighting, substation lightening protection system, fire detection and protection system) • Construction of new 33kVswitchgear control building, equipment foundations, guard house, store and workshop, internal roads, storm drainage, mesh fence, septic tank and other associated civil works Lot 2: Design, Supply and Installation of 33 kV distribution line of about 43 km from Potoro (CLSG line) to Pujehun including substation at Pujehun. • Approximately 43 km of 33kV distribution line (steel monopoles, double circuit structure, single circuit stringing, 265mm2 AAC conductor) • One 33/11kV, 15/20MVA Power Transformer • 33kV, 25kA for 3s, 630A Single Bus bars Air Insulated Switchgear (one feeder incomer cubicle, one transformer cubicle, one bus sectionalizer cubicle, one measuring cubicle) • Metering, protection and control • AC and DC supply • Power, auxiliary & control cables & accessories • Miscellaneous works (substation earth grid, outdoor lighting, substation lightening protection system, fire detection and protection system) • Construction of new 33kVswitchgear control building, equipment foundations, guard house, store and workshop, internal roads, storm drainage, mesh fence, septic tank and other associated civil works 3.

Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid. 4.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 5. Interested eligible Bidders may obtain further information from Electricity Distribution and Supply Authority (EDSA), Mr.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150.00 US$.

  • Bids must be delivered to the address below on or before 29th October 2024, 12:00 noon. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 29th October 2024, 12:15 p.m. (Conference room, 3rd Floor).

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 8. All Bids must be accompanied by a Bid Security of: US$ 42,000.00 for Lot 1 And US$ 45,000.00 for Lot 2 9.
