The Revolutionary Government of Zanzibar (RGoZ), via the United Republic of Tanzania (the “Borrower”) has received financing from the World Bank toward the cost of the Zanzibar Energy Sector Transformation and Access Project (ZESTA) and intends to apply part of the proceeds toward payments under the Contract for Design, Supply, Installation, testing and commissioning of SCADA/EMS/OMS System. Zanzibar Electricity Corporation (ZECO), the Implementing Agency, now invites sealed Bids from eligible Bidders for Design, Supply, Installation, testing and commissioning of SCADA/EMS/OMS System, which includes the following: Supply and Installation of all necessary Hardware and Software for the SCADA/EMS/OMS; all the required communication infrastructure; construction of a control center that is fully equipped with the necessary equipment to provide the requisite monitoring and control of the network. The SCADA/EMS/OMS System will be equipped with the necessary data protection facilities to protect it from the threat of unauthorized external access and cybercrime. The expected duration of the Contract is 30 months, including 12-months Defect Liability Period. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from ZECO, the Project Implementation Unit (PIU) though e-mail: zesta.procs@zeco.co.tz Attention: Olais Lucas Laizer Procurement Specialist and inspect the bidding document during 08:00 hours to 16:00 hours (East Africa Time) from Monday to Friday, except on public holidays, at the address given below: Please note that the Pre-bid meeting and site visit will be held on 2nd October 2024 for Unguja Site and 4th October 2024 for Pemba Site; from 9:30am (EAT). Prospective bidders should note that this is a mandatory requirement for participating in the bidding process. No bidder shall be allowed to submit the proposal if he did not participate in the site visit. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD. 250.00 or Tanzanian Shillings 600,000.00. Proof of payment should be enclosed on the first page of the bid submission envelope. Bids must be delivered to the address below on or before 21st November 2024. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 21st November 2024 at 10:00am (EAT). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by “Unconditional Bid Security” (issued by a reputable Commercial bank) in the amount of USD. 100,000.00 Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
