The Government of the Republic of Sierra Leone has received financing from the World Bank towards the cost of the Regional Emergency Solar Power Intervention Project (RESPITE), and intends to apply part of the proceeds towards payments under the Contracts for Design, Supply & Installation of voltage regulation equipment at Freetown 161kV Substation and Rehabilitation of Freetown 161kV Substation. For this contract, the Borrower shall process the payments using the Direct Payment and/or Designated Account disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

• The Electricity Distribution and Supply Authority (EDSA) now invites sealed Bids from eligible Bidders for Design, Supply & Installation of voltage regulation equipment at Freetown 161kV Substation and Rehabilitation of Freetown 161kV Substation. 3.

Bidders may Bid for this contract, as further defined in the bidding document. Bidders wishing to offer discount in case they are awarded the contract will be allowed to do so, provided the discount is included in the Letter of Bid. 4.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 5.
