The Government of the Republic of Malawi has received financing from the International Development Association (IDA) toward the cost of the Malawi COVID-19 Emergency Response and Health Systems Preparedness Project (MCERHSPP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include provision of architectural and engineering consultancy services for the detailed design and construction of a new Public Health Institute of Malawi (PHIM) Office Complex in Lilongwe. The assignment will involve review and updating of preliminary designs, preparation of detailed architectural and engineering drawings, technical specifications, cost estimates, and bidding documents in accordance with public procurement standards. The implementation period is 10 weeks.
The detailed Terms of Reference (ToRs) for the assignment can be obtained at the address provided below in Paragraph 8 during office hours from 08:00 to 12:00 and from 13:00 to 16:00 local time (Monday to Friday, except public holidays).

The Secretary for Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these Services. Interested firms must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria include:
- Core business of the firm and years in business
- Experience in similar assignments, specifically:
a) Architectural and engineering design of complex institutional buildings
b) Preparation of detailed bidding documents, construction drawings, technical specifications, and BOQs
c) Environmental and social safeguards planning in compliance with national and World Bank standards
d) Construction supervision and contract management of similar health or research infrastructure projects
e) Experience working in Sub-Saharan Africa or regions with similar operating conditions
- Technical and managerial capacity of the firm (Provide organizational structure, general qualifications, and number of key staff. Do not include CVs. Key Experts will not be evaluated at the shortlisting stage.)
The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but must clearly indicate whether the association is in the form of a joint venture or sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
