REPÚBLICA DE MOÇAMBIQUE MINISTÉRIO DAS COMUNICAÇÕES E TRANSFORMAÇÃO DIGITAL Mozambique Digital Acceleration Project (MDAP) REQUEST FOR EXPRESSIONS OF INTEREST Develop the National Strategy for the Management of Waste Electrical and Electronic Equipment (WEEE) Loan No. /Credit No. / Grant No.: IDA-71820-MZ Reference No. N˚159/MDAP-MCTD/CS-QCBS/2026 The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Acceleration Project and intends to apply part of the proceeds for consulting services for develop the National Strategy for the Management of Waste Electrical and Electronic Equipment (WEEE).
The consultancy services (“Services”) aim to develop the National WEEE Management Strategy for the period 2027–2037, establishing a strategic, institutional and operational framework for the sustainable management of waste generated by electrical and electronic equipment in the country. The strategy should align with the principles of the circular economy, extended producer responsibility (EPR), protection of human health and the environment, as well as with the World Bank's Environmental and Social Standards, and should contribute to minimizing the environmental impacts associated with the rapid growth in the use of electronic equipment in the country.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Ministry of Communications and Digital Transformation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: i) Minimum of 7 years of experience in the development of strategies, policies, or national plans in the areas of waste management, environment, circular economy, or sustainability; ii) Minimum of 5 years of experience in designing regulatory and institutional models, including EPR, analysis of WEEE flows, inventory, categorization, value chains, and mechanisms for monitoring and sustainable financing; iii) Minimum of 5 years of experience in facilitating consultations and participatory processes with public and private stakeholders, with experience in donor-funded or multilateral projects considered an advantage.
Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
