Assignment Title: Development of the ECOWAS Regional Cybersecurity and Cybercrime Strategy (2027–2032)

The Economic Community of West African States (ECOWAS Commission) has received financing from the World Bank toward the implementation of the Western Africa Regional Digital Integration Program (WARDIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the Development of the ECOWAS Regional Cybersecurity and Cybercrime Strategy (2027–2032. This assignment is foreseen for a period of six (6) months.

The ECOWAS Commission now invites eligible Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualifications and relevant experience of the consultants must be supported by documents such as copy of contracts, certificates of good performance, etc. The absence of supporting documents is eliminatory.
The evaluation criteria are (to be supported by evidence such as copies of contracts, certificates of satisfactory performance, etc.):
- Have at least ten (10) years of proven experience in cybersecurity, ICT policy, or digital governance.
- Demonstrated experience supporting national or regional institutions in developing cybersecurity or cybercrime strategies.
- A track record of similar assignments involving regional or multi-country assessments, legal and institutional gap analyses.
- Experience leading stakeholder consultations across multiple sectors and Member States.
- Adequate technical and administrative capacity to implement the assignment.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Consultant’s Qualifications based Selection set out in the World Bank Procurement Regulations.
