The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for consulting services for the Development a Training Curriculum and Implementation Plan For the Statistics Training Centre in The Gambia.

The overall objective of the assignment is the assignment are to develop (i) the training curriculum for the statistics training centre with specific course modules for each level taking into consideration innovative approaches; and (ii) the implementation plan of the statistics training centre. The outcome of this assignment (key documents) will be referred to in the subsequent activities relating to setting up the new Statistics Training Centre in The Gambia.

The consulting services shall be provided for a period of forty (40) days.

The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services ( description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). The short listing criteria are:

  • At least Master’s degree in the field of statistics, economics, mathematics, education, or other relevant field.
  • At least 5 years’ experience in the field of capacity building in official statistics (essential);
  • At least 3 years’ experience of developing statistical training curriculum or modules (essential);
  • Record of applied training approaches that are relevant in the professional context of a National Statistical System (essential) – applicants are requested to submit a sample of a relevant past training curriculum or course they developed;
  • Record of implementation plan of a training centre that are relevant in the professional context of a National Statistical System (essential);
  • Prior experience of working in Africa or another developing country (desirable).
  • Fluency in English language.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers July 2014 edition. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest

A Consultant will be selected in accordance with Individual Consultant Selection method (IC) method set out in the Consultant Guidelines; World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers July 2014.
