Assignment Title: UPSNJP Management Information System (MIS) Development completion, Rollout and Support

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Productive Safety Net and Jobs Project (UPSNJP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include engaging a qualified consulting firm to finalize the development of all modules, unify the technical architecture, ensure seamless integration with national systems, and establish robust DevOps and knowledge-transfer mechanisms to guarantee long-term government ownership and sustainability and support the rollout and implementation of the MIS.

The objective of the assignment:

The objective of the assignment is to finalize, modernizes, and fully operationalizes the UPSNJP MIS. The consulting firm will ensure the system is comprehensive, secure, and sustainable, facilitating a seamless nationwide rollout across all participating cities and institutions.

The estimated implementation period for the assignment is 3 years.

The Urban Food Security and Safety Net Office under Ministry of Urban and Infrastructure now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
