Dear Mr. /Ms.:

• The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopian Digital ID for Inclusion and Services Project and intends to apply part of the proceeds for the Selection of Audit Firms that undertakes the financial audit of the project. For this contract, the Borrower shall process the payments using the appropriate disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

• The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Selection of a consulting firm that undertakes an Audit Service. More details on the Services are provided in the Terms of Reference (Section 7).

• This Request for Proposals (RFP) has been addressed to the following shortlisted Consultants:

• It is not permissible to transfer this RFP to any other firm.

• A firm will be selected under Least Cost Base Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” 5th edition September 2023 (“Procurement Regulations”)
