The Government of Malawi has received financing from the World Bank toward the cost of Resilient and Strategic Transport Operational Enhancement (RESTORE) Project which seeks to rehabilitate Thabwa – Chikwawa - Bangula (M001) Road, improve market places along M001 section and upgrade Thabwa – Masenjere – Fatima (Seveni) (S152) Road in the Southern Region.
.The consulting services (“the Services”) is to conduct a Comprehensive Environmental and Social Impact Assessment (ESIA) study for the rehabilitation works of the M001 section and S152 roads in Malawi in consistent and compliant with the relevant laws and policies of the Government of Malawi (GoM) and the applicable Environmental and Social Standards (ESS) of the Environmental and Social Framework (ESF) of the World Bank and to prepare an Environmental and Social Management Plan (ESMP), a Stakeholder Engagement Plan (SEP), a Resettlement Policy Framework and a Biodiversity Management Plan (BMP), for their implementation during the project phases.
The expected start date of assignment is September, 2025.

The Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Core business of the firm(s) and years in business.
- Relevant experience which should specifically include the following:
(a) Experience in Preparation of Environmental and Social Impact Assessments (ESIA) including Environmental and Social Management Plans (ESMP);
(b) Experience in Stakeholder Engagement & Consultation with a proven track record of successful consultations with affected communities and stakeholders;
(c) Experience in Project Risk Management and Monitoring with a proven track record of capability to conduct environmental and social screening during project phases;
(d) Knowledge of Compliance Requirements with Legal and Institution Frameworks with a proven track record of ensuring adherence to national regulations and international standards (e.g., World Bank Environmental & Social Framework);
(e) Experience in at least 3 similar assignments within the Sub-Sahara region or other regions with similar environment and
(f) Knowledge in Reporting and Documentation with a track record of timely preparation and submission of reports of high standard.
- Technical and Managerial capability of the firm(s) (Provide only the structure of the organization. Do not provide CVs of the Experts). Key Experts will not be evaluated at the short-listing stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers – 6th Edition” dated February, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
In addition, please refer to the following specific information on conflict of interest related to this assignment: “Fairness and transparency in the selection process require that Consultants or their affiliates, competing for a Consulting assignment do not derive a competitive advantage from having provided Consulting Services related to it. To that end, the Borrower shall make available to all short-listed Consultants, together with the request for proposals document, all information that would give a Consultant a competitive advantage”.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Qualifications - based Selection (CQS) method as set out in the Procurement Regulations.
