The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for consulting services for a Review Of The Electricity, Water And Sewerage Tariff Model Including The Development Of A IPP Analysis Tool.
The overall objective of the assignment is to review the existing tariff setting Framework; introduce a multi-year tariff setting framework for the Electricity, Water & Sewerage sectors, develop an Incentive-laden tariff structure based on the underlying costs of service provision and evaluate a maximum wholesale tariff cap for IPPs.
The consulting services shall be provided over a period of six months.
The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are:
- Information about firm’s capacity and number of years in offering services/business.
- At least 7 yearsin Regulatory affairs , Utility planning and Tariff Modelling
- Technical and managerial organization of the firm and number of key staff
- Specific Experience in relation to a similar assignments conducted in the past
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers July 2014 edition. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest .
A Consultant will be selected in accordance with the Quality and Cost Base Selection (QCBS) method set out in the Consultant Guidelines; World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers July 2014.Interested consultants may obtain further information (detail TOR) at the address below during office hours 0800hrs to 1600hrs from Monday to Thursday and Friday 0800hrs to 1230hrs.
Expressions of interest must be delivered to the address below by Tuesday 16th January 2018 at 1600hrs.
