Introduction:
The Government of The Gambia has received financing from the World Bank to implement a Social Safety Net Project in the country and intends to apply part of the proceeds of this fund for consulting services.
The consulting services (“the Services”) include the services of a qualified and experienced Audit Firm as indicated in the TOR, to review the Project’s Accounts for the accounting periods ending on December 31, 2020, 2021 & 2022. The annual audit should be planned to ensure the receipt by NaNA of the audit report before May 31st of each year.
The National Nutrition Agency (NaNA), the Fiduciary Agent of this project, now invites eligible Audit Firms (“Consultants”) to indicate their interest in providing the Services. Only the qualification and experience of firm will evaluated. Key personnel will be evaluated at the shortlisting stage. Therefore, Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria will be based on the following minimum qualification, experience and technical and managerial capacity of the firm as specified in the TOR:
The Firm must demonstrate capacity and capabilities in the following
- Be in existence as an Audit Firm and conducting audit exercises for past 5 year
- Demonstrate experience in auditing Donor Funded Project i.e World Bank projects
- Demonstrate experience in Conducting audit exercise in the Gambia over the past 3 years
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations.
