1.This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 23/02/2026.
2.The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM has received a Credit from the World Bank toward the cost of Consultancy Service to Conduct the Feasibility and Ecotourism Investment Development Plan in Marine Parks and Reserves Areas in Tanzania, and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy Service to Conduct the Feasibility and Ecotourism Investment Development Plan in Marine Parks and Reserves Areas in Tanzania.
3.The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested
Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 150.
4.Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting a consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in the section of qualification and evaluation criteria.
5.Consultants may associate with other firms in the form of a joint venture or a sub- consultancy to enhance their qualifications.
6.The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
7.The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition, November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Description of Services
Tanzania’s marine parks and reserves are vital ecological assets that support biodiversity, fisheries, and coastal livelihoods. Despite their ecological significance, many remain underutilized for sustainable ecotourism, which could generate revenue, create jobs, and strengthen conservation outcomes. Under the national Blue Economy strategy and with support from development partners, the Government of Tanzania seeks to assess the ecotourism potential of Mafia Island Marine Park, Mnazi Bay-Ruvuma Estuary Marine Park, Tanga Coelacanth Marine Park and Dar es Salaam Marine Reserve Systems marine protected areas (MPAs) and develop a strategic Ecotourism Development Plan that balances conservation, community benefits, and private sector investment.
Scope of Activity
1.0 Scope of the Consultancy
The consultant shall undertake a multi-disciplinary, site-specific, and stakeholder-driven process to assess ecotourism potential and develop strategic plans for four designated marine parks and reserves. The scope includes the following components:
5.1.Site Profiling and Ecological Assessment
·Conduct field visits to each marine park/reserve to document:
oEcological assets (e.g., coral reefs, mangroves, marine species, landscapes)
oCultural and historical features relevant to tourism
oExisting infrastructure (e.g., access roads, jetties, visitor centers, trails)
·Map sensitive zones, conservation priorities, and potential tourism nodes
·Assess carrying capacity and ecological thresholds for tourism activities.
5.2.Tourism Asset Inventory and Product Development
·Identify and categorize potential ecotourism products:
oNature-based (snorkeling, diving, birdwatching)
oCultural (community visits, heritage tours)
oEducational (guided interpretation, conservation volunteering)
·Evaluate infrastructure needs for each product (e.g., eco-lodges, signage, trails)
·Propose interpretive themes and visitor experience models.
5.3.Market and Investment Analysis
·Analyzing domestic and international ecotourism trends
·Assess target market segments, pricing strategies, and seasonal demand
·Identify potential investors, PPP models, and financing mechanisms
·Evaluate revenue generation potential and cost-benefit scenarios.
5.4.Environmental and Social Screening
·Conduct preliminary Environmental and Social Impact Screening (ESIA)
·Identify risks to biodiversity, cultural heritage, and community livelihoods
·Assess climate vulnerability and propose resilience measures
·Recommend mitigation strategies and benefit-sharing mechanisms.
5.5.Stakeholder Engagement and Participatory Planning
·Facilitate consultations with:
oLocal communities and resource user groups
oMarine Park authorities and government agencies
oTourism operators, NGOs, and private sector actors
·Document stakeholder inputs, priorities, and concerns
·Integrate gender, youth, and marginalized group perspectives.
5.6.Ecotourism Development Planning
·Develop site-specific Ecotourism Development Plans, including:
oZoning and land-use proposals
oInfrastructure development concepts
oVisitor management protocols
oBusiness models and operational frameworks
oMarketing and branding strategies.
5.7.Institutional and Policy Recommendations
·Propose governance structures for ecotourism oversight
·Recommend policy reforms, licensing mechanisms, and incentive packages
·Align proposals with national tourism, conservation, and Blue Economy strategies
·Suggest capacity-building needs for park authorities and community groups.
5.8.Preparation of Investment Profiles and Strategic Roadmap
·Develop investment briefs for each site with:
oProject descriptions, cost estimates, and ROI projections
oRisk assessments and sustainability strategies
oImplementation of timelines and monitoring indicators
·Compile a consolidated Ecotourism Development Plan for submission to the
government and development partners.
