Title: CONSULTANCY SERVICES FOR FEASIBILITY AND EXECUTIVE DESIGN FOR SAND DAMS IN SOUTHERN ANGOLA.

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance the FEASIBILITY AND EXECUTIVE DESIGN FOR SAND DAMS IN SOUTHERN ANGOLA.

The main objective of this consultancy is to increase water availability through the elaboration of projects for the construction of sand dams, to ensure that the demand for water for multiple uses can be met in the selected locations and strengthen resilience to the scarcity of water resources.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Client now intends to hire a consulting firm with the following profile:

This consultancy will be by a company with at least 15 years of experience in engineering works, providing technical assistance and advisory support in semi-arid region contexts.

The pre-selection criteria are:

  • At least 15 (fifteen) years of experience in engineering works with particular focus on water projects in the context of developing countries;
  • Experience in assessing the potential of water resources, integrated management and supply in rural areas;
  • Proven experience with the development of sand dams, surface and groundwater abstraction or similar infrastructure (at least one reference from a similar mission);
  • Capacity, organization and management of the consultants' personnel (technical and management organization of the company);
  • Proven experience of three (3) projects funded by international organizations;
  • Experience with World Bank procurement and/or safeguards.
  • Possess a certified quality management system.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
