MINISTRY OF TRANSPORT AND LOGISTICS REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: Zambia NAME OF PROJECT: Transport Corridors for Economic Resilience Credit No.: IDA-E2930 Assignment Title: Consultancy Services to conduct feasibility studies and detailed designs for Kwala Dry Port in Tanzania Reference No. ZM-MTOL-458691-CS-QCBS The Government of the Republic of Zambia through the Ministry of Transport and Logistics has received financing from the World Bank towards the cost of conducting feasibility studies and detailed Architectural and Engineering Designs for the Kwala Dry Port in Tanzania, under the TRACER Project.
The consulting services will be undertaken in two phases. Phase-One will involve conducting a feasibility study and developing Preliminary Designs, while Phase -Two will focus on developing detailed Architectural and Technical Engineering Designs, Cost Estimating and other related services in order to produce a detailed and Bankable feasibility study for setting up an International Dry Port facility in Kwala, Tanzania. The outcome of the project is expected to strengthen the economic resilience of Zambia and Tanzania by improving transport and trade connectivity between Zambia and Dar es Salaam port and expanding economic activity along the North-South / Dar es Salaam Transport corridors.

The Ministry of Transport and Logistics now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: • The firm’s core business (submit company profile); • Name, scope and cost of previous comparable similar assignments and client contact details (email, postal / physical address); • Firms technical and managerial capacity to manage similar assignment; • Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality Cost-Based Selection method set out in the Procurement Regulations.
