  • This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 23/02/2026.
  • The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM has received a Credit from the World Bank toward the cost of Consultancy Services to conduct a Feasibility Study, Detailed Engineering Design, and supervision of the Sardine and Small Pelagic fish processing plant at Kipumbwi Pangani District in Tanga Region, and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy Services to conduct a Feasibility Study, Detailed Engineering

Design, and supervision of the Sardine and Small Pelagic fish processing plant at Kipumbwi Pangani District in Tanga Region.

  • The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 150.
  • Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in section of qualification and evaluation criteria.
  • Consultants may associate with other firms in the form of a joint venture or a sub - consultancy to enhance their qualifications.
  • The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Gui delines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Experience of Key Personnel

1 Team Leader/PPP Specialist • Minimum 10 years of practical experience leading PPP project preparation and structuring in infrastructure or processing sectors. • Demonstrated experience working with public and private stakeholders in PPP transactions Tanzania. • Expertise in navigating PPP regulatory frameworks, contract negotiation, and transaction advisory services. 2. Financial Analyst • Minimum 8 years’ experience in financial modelling, project finance, and investment appraisal. • Proven ability to develop financial models for PPP projects, including cash flow analysis and risk assessment. • Experience with sensitivity and scenario analysis in infrastructure or Agri-processing sectors. 3 Civil/ Structural Engineer • At least 8 years of experience designing processing plants, cold storage, or related food industry facilities. • Proven record preparing detailed design drawings, cost estimates, and construction management plans. 4. Description of Services

Kipumbwi village, located in Pangani District of Tanga Region, is one of Tanzania’s most active small-scale fisheries hubs, particularly for sardines and other small pelagic species. The village hosts the busiest fish landing site in the district, serving as a strategic entry and exit point for marine products to and from the Zanzibar Archipelago. Despite its productivity, Kipumbwi faces significant challenges in post-harvest handling, value addition, and environmental management. These losses stem from poor handling, inadequate storage, weather exposure, and gendered constraints in access to resources. In this context, the proposed feasibility study and detailed design of a sardine and small pelagic fish processing plant aim to:

  • Reduce post-harvest losses and improve product quality.
  • Enhance income generation and employment, especially for women and youth.
  • Promote climate-resilient infrastructure and eco-friendly technologies.
  • Align with Tanzania’s Blue Economy strategy and international sustainabilityframeworks.

The assignment will be conducted in two phases asfollows:

  • FeasibilityStudy; and
  • DetailedArchitectural, Engineering Design and preparation of Bill of quantities.
