Assignment Title: CONSULTING SERVICES FOR THE PREPARATION OF FEASIBILITY STUDIES FOR FOUR EPAS AND TRANSACTION CONSULTING FOR TWO EPAS

The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) and intends to apply part of the proceeds for consulting services for the Preparation of Feasibility Studies for Four EPAS and Transaction Consulting for Two EPAS.
The consulting services (“the Services”) consist of:
- Preparation of comprehensive feasibility studies for four Public Water and Sanitation Companies (EPAS): EPAS Huambo, EPAS Bié, EPAS Cuanza Norte & EPAS Lunda Sul
- Preparation of legal instruments required to launch PPP procurement processes for the four EPAS;
- Provision of transaction advisory services for PPP structuring and tender launch for EPAS Bié and EPAS Huambo (subject to feasibility confirmation and project eligibility conditions).
The assignment includes technical, commercial, economic-financial, legal, institutional, environmental, social, fiscal affordability, and market-assessment work, structured in three phases:
- Phase I: Feasibility and analytical studies (all 4 EPAS)
- Phase II: Preparation of legal instruments (all 4 EPAS)
- Phase III: Procurement strategy and transaction support (Bié and Huambo)
The expected duration of the consultancy contract is eighteen (18) months.

The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- At least 10 years of experience conducting feasibility studies for various project streams (market, environmental and social, technical, and financial);
- Proven international experience in feasibility studies for similar projects and in aspects related to the development of Public-Private Partnerships;
- Demonstrate having carried out at least 3 similar assignments in the Sub-Saharan Africa region
- Demonstrable ability to bring stakeholders together toward a common goal and to work with diverse interest groups.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
