Assignment Title: CONSULTANCY SERVICE FOR FULL FEASIBILITY STUDY FOR HYBRID MINI-GRID CONCESSIONS IN TEN STATE CAPITALS OF SOUTH SUDAN

  • The Government of South Sudan, through the Ministry of Finance and Planning, received funding from the World Bank to support the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST). The project is being implemented by the Ministry of Energy & Dams and intends to apply part of the proceeds for consulting services.
  • The consulting services (“the Services”) aim to prepare full feasibility studies and investment-grade prospects for hybrid mini-grids in the ten (10) state capitals. The outputs will facilitate competitive concessioning to private sector developers and inform project structuring, including CAPEX/OPEX sharing, tariff frameworks, subsidy models, and risk mitigation mechanisms. Under Component 2 of the ASSIST Project, the Ministry of Energy and Dams is launching a comprehensive feasibility study to prepare bankable investment prospects for hybrid (solar PV-diesel Generator) mini-grid concessions in each of these ten state capitals. The study will apply a unified development model customized per location to ensure economies of scale, technical standardization, and replicability, while highlighting local deviations necessary for site-specific tailoring

  • The Ministry of Energy & Dams now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
  • The shortlisting criteria are:

a). Core business and years in business: The firm shall be registered/incorporated as a consultant demonstrating experience in hybrid mini-grid development, particularly in fragile states or Sub-Saharan Africa, for at least ten (10) years.

b). Relevant experience: Demonstration by consulting firm of having been involved in successful execution and completion of at least 5 mini-grid projects above 500 kW in the last ten (10) years. Details of the assignment-Name and address of the client, scope, value, evidence of implementation, and period should be provided.

c). Experience with multilateral donors, e.g., World Bank, AfDB, or multilateral donor-funded projects, and proven capacity in concession structuring, financial modelling, ESIA, and community engagement.

d). Technical and managerial capability of the consulting firm: The firm shall demonstrate as having the requisite technical capacity, including relevant equipment, tools, software etc., and managerial capacity to undertake the assignment in the submitted company profile(s).

Key Experts will not be evaluated at the shortlisting stage.

  • The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  • A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
