Country: Republic of Mozambique Name of Project: Mozambique Safer Roads for Socio-Economic Integration (SRSEI) PROGRAM Grant number: IDA-E0780 Job title: HEALTH AND SAFETY SPECIALIST Reference Number: MZ-PMU-561482-CS-INDV (Sofala) MZ-PMU-559419-CS-INDV (Zambezia) The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Mozambique Safer Roads for Socio-Economic Integration (SRSEI) and intends to apply part of the resources to hire individual consultancy services for the Health & Safety, one for Sofala province and another for Zambezia province..

The consulting services ("the Services") involve serving as the focal point of all Health and Safety risk management of the Project. The individual will ensure Project implementation complies with the World Bank Health and Safety Standards under the ESF, on assessment and management of project Health and Safety risks; labour and working conditions; community health and safety and stakeholder engagement and information disclosure. The specific tasks will be undertaken in close coordination with PIU Coordinator, UCP/PMU, ANE, IP, Local governments, the Private sector, NGO’s and Community-based organisations staff responsible for the implementation of the Project activities.

The expected duration of the project is 24 months. There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The Health and Safety Specialist will report to the Project Coordinator as leader of the PIU, which is directly subordinated to the PMU.

Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work; (ii) a cover letter, no more than two pages long, specifically addressing how the applicant fulfills each of the mandatory selection criteria.

It is mandatory to specify the reference number and the job title, for the EOI to be considered.The criteria for selecting the Consultant are found in section 5 of the Terms of reference. The Applicant must specify the location of Preference (MZ-PMU-561482-CS-INDV Sofala or MZ-PMU-559419-CS-INDV Zambezia) The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Rules for IPF Borrowers of September 2025 ("the Rules"), which sets forth the Bank's policy on conflict of interest.
