(b) Criteria for ranking of consultants - experience & qualifications (with scoring): | | Criterion | Description | Max Score | 1 | Master’s degree or higher in Civil Engineering, Transport Economics, Project Planning, Development Economics, or a closely related field. | 10 | 2 | Must be a professional member of a recognized body. | 5 | 3 | Minimum of 15 years’ post-qualification experience. | 10 | 4 | Minimum of 10 years of progressive professional experience in the planning, appraisal, design, or independent review of road infrastructure projects. Proven experience working with the Government of Ghana road sector agencies (e.g., DFR, GHA, MRH) or similar development partner-funded projects (World Bank, AfDB, JICA, etc.).
