REQUEST FOR EXPRESSION OF INTEREST
Consulting Services: CONSULTANCY TO CONDUCT THE REVIEW AND VALIDATION OF THE NATIONAL BLOOD SAFETY SOP TRAINING AND GUIDELINES
The Government of Liberia has received funding from the World Bank to support the Institutional Foundation to Improve Services for Health (IFISH) Project and intends to use part of the funds for hiring an individual consultant. The consultant will assist the Blood Safety Program in developing the national blood transfusion guidelines and finalizing training modules that align with existing SOPs for facility-level lab technicians and clinicians.
The objective of the assignment includes, but is not limited to, standardizing blood transfusion services across the country, enhancing the capacity of clinicians to provide blood transfusion services, and adopting WHO recommendations related to blood transfusion services.
The Ministry of Health now invites eligible (“Individual Consultants”) to indicate their interest in providing the Services as per the qualification requirements below.
Qualifications and Requirements:
The selected consultant must possess the following:
- Medical Degree with post-graduate training in Transfusion Medicine or Hematology, a degree in Public Health/ Health Systems/ Health Policy
- At least five years of senior-level work experience in the National Blood Transfusion System Program
- The Consultant must demonstrate experience and expertise in developing Health policies, strategies, and training guidelines
- Good team player who can work independently and under tight deadlines.
- Creative thinking, drive for results, and strong commitment.
- Must have good interpersonal relationships even in diverse work environments.
- Work experience in Liberia and other African Countries is an added advantage.
- Language: Fluency in English is required
Duration of the assignment: 5 months
The Individual Consultant will be selected in accordance with the procedures set in the World Bank’s Guideline: paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 and revised July 1, 2014 (“Consultant Guidelines”).
