- COUNTRY: Republic of South Sudan
- NAME OF THE PROJECTS: Resilient Livestock Support Project (RLSP).
- CONSULTING SERVICES: Project Manager
- DUTY STATION: Ministry of Livestock and Fisheries, Juba- South Sudan

- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of the Resilience Livestock Support Project RLSP). Based on, MLF is seeking to use a portion of the proceeds of the funds to finance the position of the Project Manager.
The Project Manager will have the primary responsibility to oversee the implementation and management of all the project activities under the RSLP, including reporting to all the stakeholders on the performance as regards the project activities and financial progress of the RLSP project.
The objective of the consultancy is to execute
- Responsibilities: The Project Manager will be responsible for the provision of technical assistance to the project in general, coordinating all the project activities (technical, procurement, finance, environment and social safeguards), be the focal point to the government and financier, and work and guide with implementing partners to provide technical guidance to ensure compliance and adherence to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application ( by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create a Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with the possibility of extension subject to satisfactory performance.
- Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and skills should include:
- Master’s degree or higher in Livestock Production and rangeland management, veterinary and Animal Health, and related fields including food security and rural development.
- At least 10 years of relevant work experience leading development programs in the livestock sector (public, academia or private sector) or relevant field.
- Evidence of experience of at least two prior projects of similar nature financed by Multilateral donor such as the World Bank, African Development Bank or any international or regional organization engaged in development is desired.
- Strong management skills to coordinate and guide multi-disciplinary teams including ability to provide strategic guidance, technical oversight, mentor staff, and develop work plans.
- Excellent communication skills and the proven ability to express ideas clearly, logically, effectively both orally and in writing.
- A globally recognized professional certificate in Project Management is desirable.
- The MLF now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ fifth Edition (2025) [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ Fifth Edition (2025) for selection of individual consultants.
