A. Introduction
This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the Human Resource and Institutional Development consultancy services.
The overall assignment is expected to last for not more than six (6) months from the date of signing of the contract.
B. Objectives
The overall objective of this assignment is to revise National Bureau of Statistics organization structure and assist NBS in the design and implementation of the Human Resource and Institutional Development reforms for NBS as a means of strengthening and developing statistics in the country.
More specifically, the objectives of the consultancy will be:
a. Revising NBS organogram taking into consideration the current demand and the role of NBS in the NSS;
b. Develop the overall change management program that would be managed by NBS (as the lead for this change) over the duration of the project so as to guide communications and implementation of various activities in such a way that changes are positively received and reinforced;
c. Reform NBS pay structure and establish new salary payment policy basing on scientific analysis such as Job evaluation, market benchmarking, job re-grading, developing establishment structure and revising the NBS Scheme of Service;
d. Establish a sustainable Performance Based Incentives Scheme and improve performance management system by developing an Open Performance Review and Appraisal System (OPRAS);
e. Establish a Human Resource Development Strategy for improving performance and/or personal growth for the purpose of improving the job, the individual, and/or the organization throughout the NSS;
f. Work out best motivation/incentives and retention strategy for staff, development promotion and annual increment packages including development of staff benefits and reward schemes;and
g. Develop annual staff evaluation reporting system.
C. Scope of the Work
The following are the key outputs and the related activities expected but not limited to be done by the consultant;
- Revised NBS organization structure
- Developed Change Management Strategy
- Improved NBS staff Incentivesby reforming pay structure and enhancing salary payment
- A sustainable Performance Based Incentives Scheme established and Performance Management System improved
- Established Human Resource Development Strategy that will enhance the capacity, quality and performance of the National Statistics Systems.
D. Timeframe
The time framework for the proposed assignment is expected to commence March 2015 through August 2015. It is estimated that about 4 months of professional services will be required from the lead consultant for the assignment. In addition, about 2 month of professional services will berequired for senior human resource development expert, 2 months of change management expert, 2 months of training specialist.
The NCT ofthe National Bureau of Statistics would therefore like to invite eligible national or international consulting firms to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are as follows:
a. Experience in Human Resource and Institutional Development;
b. Experience in change management in Statistics sector;
c. Experience of Human Resources Management and Institutional Development plans and reforms for government institutions in African similar to that of South Sudan; and
d. The technical andmanagerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff.)
Consultants may associate with other firms in theform of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or asub consultancy, should clearly be stated. In case of joint venture the firm leading the joint venture should be mentioned.
A Consultant will be selected in accordance with the Consultants Qualification based Selection method (CQS) set out in the Consultant Guidelines.
A consultant will be selected in accordance with the procedures set out in the Guidelines: Selectionand Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers datedJanuary 2011.
The deadline for the receipt of Expression of Interest is January 7, 2015; 16:00 Juba time (04:00 pm). Expressions of interest must be in a written form delivered (in person, or by mail, or by e-mail) to the address below
