  • This Request for Expressions of Interest follows the approval and publication of the Procurement Plan for this project that appeared on the World Bank External Website on May 12, 2023.
  • The Government of the Republic of South Sudan has received funding from the Bank (International Development Association - IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan – Transport Sector Development and Regional Integration Project (SS-TSDRIP) and intends to apply part of the proceeds for the payment for the consultancy services for the Hydrodynamic and Bathymetric study of the White Nile River and tributaries in South Sudan.
  • The consulting firm shall be required to identify the critical bottlenecks along the waterways and analyze and propose interventions to enhance the performance of the IWT infrastructure and services in the country. The consulting services (“the Services”) include:
  • Conducting a (morphological) assessment of the White Nile River of the navigable route between Juba and Renk, including tributaries Bar-el-Ghazal and Sobat corridor, based on (historic) satellite imagery,
  • Conducting a bathymetric and hydrodynamic survey of the White Nile River of the current situation of the main navigable route between Juba and Bor
  • Reviewing and assessing the current situation and short-, medium-, and long-term challenges and threats to the navigability of the White Nile River and tributaries,
  • Identification of interventions to improve navigability and safe navigation based on existing and future waterway conditions,
  • Define hydrodynamic and bathymetry survey requirements for the section of the White Nile River between Bor and Renk, including tributaries Bar-el-Ghazal (up to Manga) and Sobat corridor (up to Nasir).
  • The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR), and the services are expected to be carried out tentatively over four (04) months.
  • The Ministry of Transport now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
  • A Minimum of 10 years of business as a consulting firm in undertaking Hydrodynamic and Bathymetric survey studies
  • A Minimum of 10 years of business as a consulting firm in undertaking studies in fluvial morphology, river dynamics, river training, (ecological) river restoration, in relation to improved navigability,
  • Experience in similar conditions with at least one (1) similar project in Sub-Saharan Africa or other countries in the world at a similar level of development as Sub-Saharan Africa over the last 10 years,
  • Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability (Provide only the structure of the Organization, General qualification, and number of Key staff in areas of Project Management, Contract Management, Cost Estimating, GIS Management, Conduct of Surveys, Information Technology/Systems Engineering, Environmental and Social Safeguard Management. (Please provide short CVs/biodata of experts to ensure compliance for requested Key Experts).
  • Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of the association, whether it is a joint venture or a sub-consultancy, should clearly be stated. In the case of a joint venture the firm leading the joint venture should be mentioned.
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; and revised November 2017, July 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016; and revised November 2017, July 2018, and November 2020: Section VII. Approved Selection Methods: Consulting Services - Selection based on the Consultant qualification (CQS).
