A. Introduction

This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.

The Government of the Republic of South Sudan (GRSS) has received a credit from the International DevelopmentAssociation (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the ICT needs assessment, strategy and websiterestructuringconsultancy services.

The overall assignment is expected to last for not more than Six (6) months from the date of signing of the contract.

B. Objective of the Consultancy

The objective of the Consultancy is to review the current ICT situation in NBS and other official statistics producers in MDAs; and conduct an assessment of its adequacy in terms of hardware; software, networks, systems,policies and skills taking into account the needs of NSS. This will further focus on reviewing the software in use, existing hardware and networking structure of the NBS in order to improve and widen ICT to reach other official statistics producers of the NSS.

In order to achieve the objectivementioned above, NBS is seeking to hire a consultancy firm to conduct an ICT needs assessment for the entire NBS and statistics units in MDAs benefiting from the NSDS project, and develop NBS information education and communication strategy.

C. Scopeand Tasks of the Consultancy

The following are the key activities expected to be done by the ICT consultancy firm:

a) Develop a work plan for the entire period of the assignment. This need to be approved by the NBS management through the NSDS Project Coordinator;

b) Implement the work plan which must include clear phases that should sequentially be approved by the NBS management;

c) Conduct assessment ofthe current statistical software, hardwareand networks being used by NBS and its sub-offices at State level, and other MDAs and by key selected users and trainers of statistics;

d) Draft a revised ICT structure of the NBS, the NSS and propose the best structureto fit the NBS and NSS;

e) Develop a suitable ICT strategic plan in terms of software, hardware, and network that will guide ICT developments in NBS and the NSS;

f) Propose ICT standards, regulations and guidance including system security and risk management;

g) Engage main stakeholders in a consultation on the proposed strategy to gauge effects that an ICT strategy would have on data collection, compilation and analysis by NBS andMDAs;

h) Outline an implementation plan with resource needs and a timeline for the proposed ICT strategy;

i) Identify what further technical assistance may be required in the short and medium term to acquire ICT equipment and implement the suggested ICT strategy;

j) Work closely with the NBS management and IT staff in the wholeprocess until the stage of drafting the ICT needs assessment report;

k) Advise the Management on the whole ICT system as an important aspect of NSDS and the development of NSS with a view to enhancing the technology and professional skills;

l) Propose ICT staffing and training needs for NBS;

m) Coordinate and work as a counterpart to other experts hired for the NSDS consultanciesto get some additional inputs;

n) Review the current NBS website (www.ssnbs.org), restructure and upgrade itto be on-par with other professional website from statistical agencies in comparable countries while ensuring that data and content of the website can be updated and extended by NBS without the help of consultants;

o) Submit a final draft of an ICT needs assessment by the end of the assignment, present the report, discuss with management as well as IT staff and submit the final assessment report and strategy document; and

p) Identify and propose programming and cross-cut issues of ICT Unit and thatof several departments.

D. Timeframe

The time framework for the proposed assignment is expected to commence September 2015 through March2016. It is estimated that about 1.5 months of professional services will be required from the lead consultant for the assignment. In addition, about 2 month of professional services will be required for senior Software Engineer and1.25 months of Hardware/Network Engineer.

E. Selection Criteria

The NCT ofthe National Bureau of Statistics would therefore like to invite eligible national or international consulting firms to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are as follows:

a. Experience in Information Communication Technology needs assessment and Institutional Development;

b. Experience in ICT policy development a policy that will guide data dissemination, use of website, human resources, performance hardware management, ;

c. Experience in formulate ICT strategy and action plan and identify basis and scope for a sustainable NBS institutional ICT development.

d. Experience in website design or redesign that has better and up-to-date content and features.

e. Experience of Information Communication Technology Management and Institutional Development plans and reforms of government institutions in African similar to that of South Sudan; and

f. The technical and managerial organization of the firm.

Consultants may associate withother firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is ajoint venture or a sub consultancy, should clearly be stated. In caseof joint venture the firm leading the joint venture should be mentioned.

A Consultant will be selected in accordance with the Consultants Qualification based Selection method (CQS) set out in the Consultant Guidelines.

A consultant will be selected in accordance with the procedures set out in the Guidelines: Selection andEmployment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.
