Impact Assessment of the Zimbabwe Emergency Agricultural Inputs Project — GRM International Ltd

ZIMBABWE Emergency Agricultural Input Project - ZEAIP Grant No.: TF095035 Expressions of Interest GRM International Ltd has received a grant from the International Development Association (IDA) and intends to apply part of the proceeds of this grant to payments under contract for an Impact Assessment of Zimbabwe Emergency Agricultural Input Project (ZEAIP) The objective of the assignment is to carry out survey or surveys to assess the impact of the project. ZEAIP is distributing 10 kg packs of improved varieties of maize seedto more than 300,000 smallholder farmers in communal areas of Zimbabwe as follows: · 276,756 farmers in 45 districts in all rural Provinces through directdistribution by 16 NGOs. · 27,900 farmers in 5 districts through around 40 small retailers at ward level under a voucher system.

The impact assessment is expected to involve a comprehensive post-planting survey in January/February 2010 and a post-harvest survey around May/June 2010. The survey results should provide the basis for a summary of the number of farmers receiving and planting the seed obtained through direct distribution, and obtained through the voucher program;the timing of seed receipt; the proportion of seed received that has been planted; the area cultivated with the seed provided; the yield gains achieved; the production levels achieved with this seed; and the contributions of the program to improving household food security.

Thisinformation should be disaggregated by gender and the HIV/AIDS or health status of the household. In addition, the evaluation should provide a summary of the relative advantages and disadvantages of the voucher program in comparison withthe direct distribution program as viewed from the perspectives of various stakeholders including seed companies, retailers and farmers. GRM International Ltd now invites eligible consultants to indicate their interest in providing these services.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience inZimbabwe, experience in similar conditions, general qualifications and number of key staff, and so forth). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 revised October 2006.
