SPECIFIC PROCUREMENT NOTICE (PROCUREMENT OF GOODS) Date: 02 November 2018 The Republic of Zimbabwe Name of the Project: PUBLIC FINANCIAL MANAGEMENT ENHANCEMENT PROJECT (PFMEP) Grant No.: P152932 Contract Title: ICB-MOF-WB-01-2018: Supply, installation and Commissioning of Engineering systems for the renovation of PFMS primary and back up data centres Reference No. 02 This Invitation for Bids follows the General Procurement Notice for this Project that appeared on UNDB online on 21 July 2016. Republic of Zimbabwe has received financing from the World Bank toward the cost of the Public Financial Management Enhancement Project (PFMEP), and intends to apply part of the proceeds toward payments under the contract for the renovation of PFMS primary and back up data centres.
The Ministry of Finance & Economic Development now invites sealed Bids from eligible and qualified Bidders for the supply, installation and commissioning of engineering systems for the renovation of PFMS Primary Data Center (PDC) & Backup Data Center (BDC), in Harare and Bulawayo. Required PDC and BDC enhancements include the improvement of air conditioning systems, rehabilitation of data center facilities (secure doors, raised floors, structured cabling systems), access control, CCTV, intrusion detection, antivirus software, and related training activities.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 Edition, revised July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
Interested eligible bidders may obtain further information from The Project Management Unit, The Procurement Specialist, Ministry of Finance & Economic Development, New Government Complex, Second Floor, Room E327 and Email: davidmunemo@gmail.com and inspect the bidding documents during office hours 08:00 to 16:00 hours at the address given below A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of $20.00 [Twenty United States Dollars].
The method of payment will be Cash. The document will be made available for collection or send via electronic mail. A pre-bid meeting shall take place on the 19 November 2018 at 10:30hours at Ministry of Finance & Economic Development, New Government Complex, 6th Floor, G block, Harare, Zimbabwe.
A site visit will be arranged for both primary and back up data centers. Bids must be delivered to the address below on or before 17 December 2018 at 10:00hours. Electronic bidding will not be permitted.
Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below immediately after the closing time. All bids must be accompanied by a Bid Declaration Form.
Bidders are hereby notified that at the request of the Ministry of Finance and Economic Development (MoFED), eligible direct payments may be made by the World Bank Group into the successful Suppliers’ bank accounts within Zimbabwe and outside Zimbabwe for eligible goods and services provided in accordance with the contract.
