Assignment Title: Individual Consultant - Senior Social and Gender Specialist

The Government of the Republic of Angola has received financing from the World Bank toward the cost of the Huila-Cunene Interconnection Project (PIHC - P512716) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include providing leadership, coordination, and oversight for all social safeguard aspects of the PIHC, ensuring full compliance with the World Bank Environmental and Social Framework (ESF). The assignment has an initial duration of 12 months, with an expected start date of April 2026. The work regime requires 80% of the time in the field (Huila and Cunene Provinces, based at the Huila field office) and 20% at the PIU headquarters in Luanda.

The Project Implementation Unit (PIU) conducted by RNT-EP as implementing agency, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).
The criteria for selecting the Consultant are:
- Bachelor’s degree in Social Sciences, Sociology, Anthropology, or related field.
- Minimum 10 years of professional experience in social risk management.
- At least 5 years of experience with Multilateral Development Bank (MDB) social safeguards frameworks.
- Demonstrated experience in resettlement planning (RAP), stakeholder engagement, and GBV/SEA/SH mitigation.
- Fluency in Portuguese and technical English.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
The recruitment process includes a Due Diligence and Reputational Verification phase. Only the top 3 to 5 ranked candidates who pass the background check will be invited for a mandatory technical and behavioral interview.
