The Gambia Ministry of Health has received financing from the World Bank toward the cost of the Gambia Essential Health Services Strengthening Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes services to develop a Benefits Package for National Health Insurance Scheme of The Gambia.

The Ministry of Health Projects Coordination Unit now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the individual.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection (CS) method set out in the Procurement Regulations.

Applications are invited for an individual consultancy to develop a Benefits Package for National Health Insurance Scheme of The Gambia.

Objectives

  • To undertake an assessment of the adequacy of the National Essential Health Package for the provision of priority services.
  • To undertake an assessment of existing capacity to develop a National Health Insurance Benefits Package.
  • To support the Ministry of Health and the National Health Insurance Authority to develop a National Health Insurance Benefits Package to be offered for the next 3 to 5 years.
  • To build the capacity of the Ministry of Health and the National Health Insurance Authority to develop National Health Insurance Benefits Packages.
  • To provide information as to the inputs (list of equipment, list of staff, list of medicines, list of equipment) required for service delivery by service level along the treatment pathway(6 levels: village service, community clinics, minor health centers, major health centers, district hospitals and tertiary hospitals)
  • To indicate what reforms are needed to take place to ensure the delivery of the minimum benefit package

Scope of work

The Consultant will work in conjunction with the Technical Committee established by the Ministry of Health to undertake the following tasks:

  • Review the existing The Gambia Essential Healthcare Package;
  • Appraise the Republic of The Gambia Essential Healthcare Package to determine its adequacy to meet national health priorities;
  • Set goals for defining a National Health Insurance Benefits Package for The Gambia;
  • Develop criteria for defining a National Health Insurance Benefits Package for The Gambia;
  • Assess gaps that might exist between existing data and data required for the effective; development of a National Health Insurance Benefits Package for The Gambia and make recommendations on how to address those gaps;
  • Assess gaps that might exist between existing technical capacity and the technical capacity required for the effective development of a National Health Insurance Benefits Package for The Gambia and make recommendations on how to address those gaps;
  • Assess existing capacity to deliver uniform packages of services among the various service delivery cohorts;
  • Assess the Referral System of The Gambia to determine its suitability for the effective delivery of a National Health Insurance Benefits Package;
  • Undertake an assessment of the estimated revenue flows to the National Health Insurance Scheme over the next ten years to determine its adequacy;
  • Engage with a broad range of stakeholders to obtain their input for the development of a National Health Insurance Benefits Package;
  • Propose National Health Insurance Benefits Package options taking into account priority services, quality of services, equity and sustainability;
  • Coordinate an iterative process of defining, validating and finalizing the National Health Insurance Benefits Package including systems for review and improvement;
  • Develop a capacity building programme on National Health Insurance Benefits Package Design for relevant staff of the Ministry of Health and the National Health Insurance Authority; and
  • Undertake any other tasks incidental to the development of an effective Benefits Package for The Gambia National Health Insurance Scheme.

The consultancy will be for 3 weeks.

Qualifications

Education:

  • Minimum of a Master’s degree in Health Economics, Public Health or other related field

Experience:

  • A minimum of 10 years relevant experience in Burden of Disease Studies, Health Priority Setting, Health Technology Assessments, Health Economic Studies or Health Budgeting.
  • Previous experience in developing Essential Health Packages or Healthcare Insurance Benefits Packages
