THE JUDICIAL OF ZANZIBAR

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL SELECTION)

Issue Date: 2nd October, 2024

The Government of United Republic of Tanzania represented by Revolutionary Government of Zanzibar under the Judicial of Zanzibar has received a credit from the International Development Association (IDA) in the amount of US$ 30 million towards the cost of Zanzibar Judicial Modernization Project (Zi – JUMP), and intends to apply part of the credit proceeds for payment under the contract for procurement of individual consultant for International Consultancy Services to Support Development of Gender Justice Strategy for Judiciary of Zanzibar.

Some specific tasks to be performed will include but not be limited to the following:

Part I: Needs Assessment, including case studies;

  • Tasks: This will include:
  • Rapid desk review of relevant practices, including academic articles, reports, and policy documents.
  • Review/feedback of an analysis of the current state of gender equality

(de iure, de facto) within JoZ, including HR management.

  • Review/feedback of statistical information collected, including recommendations for additional data collection moving forward, where no information is currently available.
  • Review/feedback of perception data collection.
  • Write-up of good practice examples from three comparator countries, including the reason for the selection of relevance for JoZ.
  • Incorporate feedback provided by JoZ into the draft deliverables and finalize.

Part II: Draft JoZ Gender Strategy and Action Plans;

  • Tasks: This will include:
  • Support the review of relevant policies, laws, regulations, and HR policies and management related to gender equality in the JoZ and judicial service delivery currently in place, and identify areas for strengthening.
  • Support the assessment of knowledge, familiarity, and views on the issue of gender equality within JoZ, relevant stakeholders, and court users (representative sample) and add to / provide feedback on proposed capacity building and awareness/outreach needs.
  • Engage with stakeholders (judiciary, lawyers, non-governmental organizations/legal aid providers, academia) alongside the consulting firm to ensure their input and views are reflected in the draft Strategy and Action Plans (a minimum of two workshops per target audience is foreseen).
  • Support the development of a draft Gender Strategy for JoZ and two accompanying Action Plans, including costing, responsibilities, timelines, SMART milestones, objectives, M&E, and review mechanisms, and provide feedback on drafts as they are developed.
  • Engage with key stakeholders alongside the consulting firm to gather their consultations and inputs on the draft Gender Strategy.
  • Support the finalization of the Gender Justice Strategy and two accompanying Action Plans incorporating feedback/inputs from key stakeholders for JoZ’s approval.

Part III: Dissemination;

  • Tasks: This will include:
  • Participation in workshops/seminars/dissemination and awareness events organized by JoZ (at least 3).
  • Support the presentation of the new Gender Strategy and Action Plans of the JoZ and develop PowerPoint presentations tailored to specific stakeholder groups with key findings (needs and demands, current challenges) and identified goals/objectives, and recommendations for further engagement.

The Judicial of Zanzibar now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments and experience in similar conditions).

Selection will be based on qualifications and experience stipulated below:

  • Must have an advanced degree in Social Science or Law with a focus on gender issues in the legal sphere in African contexts;
  • A minimum of ten (10) years of relevant experience working closely with public and public service delivery entities on questions of gender equality;
  • Experience working with judiciaries, Ministries of Justice, and other stakeholders in the justice sector is considered an asset;
  • Consultant must have the ability and experience (a minimum of five years) of working closely with any local contractors and firms in developing shared analytical products.
  • Familiarity with preparing Gender Strategies or Gender Action Plans for Government Institutions, and experience with preparing Gender Strategies for the Judiciary is considered an advantage;
  • Strong technical and analytical skills in gender;
  • Demonstrated and excellent skills in preparing succinct and easy-to-read documents in English;
  • Strong skills in stakeholder engagement across different segments of society in a developing country;
  • Ability to think innovatively and strategically in dealing with policy issues, while maintaining a strong client focus;
  • Ability to manage dialogue with government and relevant sector stakeholders on gender issues;
  • Ability to manage multiple tasks simultaneously, and a proven ability to work in multicultural settings and teams;
  • Ability to work in multi-sectoral, multi-cultural teams;
  • Strong analytical, communication, and facilitation skills in the area of gender/gender equality.

The attention of interested individual Consultants is drawn to Section VII, paragraphs, 7.36, 7.37, 7.38 and 7.39 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated Fifth Edition September 2023, setting forth the World Bank’s policy on conflict of interest. An Individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.

INTERNATIONAL CONSULTANCY SERVICES TO SUPPORT DEVELOPMENT OF GENDER JUSTICE STRATEGY FOR JUDICIARY OF ZANZIBAR UNDER THE ZANZIBAR JUDICIARY MODERNIZATION PROJECT (ZI-JUMP)

  • INTRODUCTION:
  • The Judiciary of Zanzibar (JoZ) is embarking on a collaborative Project by the name of The Zanzibar Judiciary Modernization Project (Zi-JUMP), whereby the World Bank (WB) stands to be the cooperative Development Partner in financially supporting the project's implementation. In enhancing the accessibility, efficiency, and transparency of selected citizen-centric judicial services in Zanzibar, the Zi-JUMP is structured around three core components, namely:
  • Access to Justice Services: This aims to enhance the accessibility of judicial services by ensuring that justice is within the reach of all citizens of Zanzibar. It focuses on expanding and improving the physical and digital infrastructure to make them more accessible, secure, and user-friendly, by constructing new court buildings, and refurbishing the existing ones, with a special emphasis on marginalized and vulnerable groups. Additionally, in resolving disputes more quickly and amicably, the Court-annexed Alternative Dispute Resolution (ADR) mechanism will be strengthened; knowledge exchange around ADR will be conducted and women will be trained to become mediators and address the stark gender imbalance in dispute resolution due to the all-male kadhi environment. Finally, JoZ will develop its first gender justice strategy to address gender disparities within the judicial system and ensure that both women and men have equal access to justice. The strategy will integrate gender consideration into all aspects of the judicial modernization process, fostering a more inclusive and equitable judicial system.
  • Court Efficiency: This aims to enhance court efficiency by improving the operational effectiveness of the judicial system to expedite processes and reduce case backlogs. This will involve training judicial and non-judicial staff in decision-making, implementing electronic services, and updating procedural rules. Additionally, a comprehensive Judicial Information Management System (JIMS) will be established (e-case management and e-analytical) to ensure accurate data management. At the same time, a Performance Management System (PMS) will be developed to support ongoing monitoring and evaluate the performance of courts and judicial officers.
  • Citizen and stakeholder engagement: This aims to enhance citizen and stakeholder engagement with the judiciary by promoting transparency and improving communication through public awareness campaigns, various media outlets
