The Government of the Republic of Mozambique, through the National Directorate of Water Resources Management (DNGRH), has received financing from the World Bank to implement the Regional Climate Resilience Program for Eastern and Southern Africa (RCRP), and intends to apply part of the proceeds for the recruitment of a Senior Environmental Specialist. 2. The general objective of the consultancy includes provide technical and strategic support to the DNGRH in the planning, execution, monitoring and reporting of environmental activities under the RCRP-ESA.

  • The consultancy will focus on compliance with the World Bank Environmental and Social Framework (ESF), Activities include the review of environmental instruments, support to licensing processes, capacity building of technical staff, integration of climate resilience and safety of critical infrastructure such as dikes and dams, and contribution to improving GRM, GBV/SEA-SH, and gender mechanisms. 4.

The consultants' qualifications are as follows: Master’s degree in Environmental Engineering, Environmental Management, Geography, Natural Sciences, Biology, Geology, Occupational Health and Safety, or other relevant fields; 5. Preferential candidates should hold the following qualifications: Minimum Mandatory Requirements: a) At least fifteen (15) years of professional experience in environmental and social impact assessment and management; b) Minimum of three (3) years of proven experience in projects applying World Bank Environmental and Social Standards (ESS) or equivalent frameworks; c) At least seven (7) years of experience in conducting or supervising Environmental Impact Assessments (EIA/ESIA); d) Minimum of five (5) years of experience in applying EHS standards in infrastructure projects; e) Fluency in Portuguese (spoken and written) and advanced proficiency in English; f) Prior experience in managing environmental;g) International certifications in OHS such as NEBOSH, OSHA or equivalents; h) Documented experience in public consultations and stakeholder engagement; i) Experience in investigating environmental or OHS incidents and emergency response; 6.

The candidate must be able to work under pressure and meet tight deadlines. Interested Consultants are directed to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers “July 2023, which outlines the Bank’s policy on conflict of interest. A consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
