The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP)/Ministry of Public Service and Human Resource Development (MoPSHRD) has requested the World Bank to support preparation and implementation of the Institutional Development and Capacity Building Project (IDCBP) and has received a Project PreparationAdvance towards the project. The Project Preparation Advance will continue until the IDCBP becomes operational.

The Project Development Objective is to introduce a results orientation and to enhance core human resource management and public finance management capacities in targeted ministries. The project will comprise of four components as follows:

(i) Result-oriented Management and Leadership; (ii) Strengthening Institutions for Human ResourceManagement and Human Resource Development; (iii) Strengtheningselected aspects of Public Financial Management and Accountability incentral agencies and sector ministries; and (iv) Project Management Support.

The Ministry of Finance and Economic Planning/Ministry of Public Service and Human Resource Development intend to apply part of the proceeds of the Project Preparatory Advance for consulting services to conduct an Institutional Assessment of the Local Government Board (LGB).

The consulting services ("Services") for the conduct of the institutional assessment of the LGB is to guide future capacity building and reform of the Board to perform its constitutional duties and responsibilities which include (i) review of the local government system and recommend the necessary policies, legal frameworks, and guidelines; (ii) review and recommend on the performance andadministration of local government affairs of each Local Government Council in consultation with State Governments; (iii) recommend to the President the formation of High Level Technical Committee, for the creation and establishment of Local Government Councils; (iv) prepare Warrants of Establishment for Local Governments; (v) assist in coordination of the local government affairs.

The consultant will be expected to: Review the existingpolicy and legal framework guiding the LGB and assess the clarity of mandate and adequacy of its powers and overall structure; Review the organisational structure of the LGB; Review the Human Resources of the LGB; perform gap analysis; Assess the relationship between the LGB andthe states; review budget allocations and budget execution over the last five years; and recommend how to strengthen the LGB of South Sudan.

The technical assistance will be required for a period of about two (2) calendar months.

MoFEP/MoPSHRD now invites eligible consulting firms ("Consultant") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are as follows:

a. General experience and capability in providing services for institutional capacity assessment;

b. Specific experience in successfully performing similar assignments;

c. Experience of relevant services in an environment similar to that of South Sudan; and

d. The technical and managerial organization of the firm. (Provide only the structure ofthe organization, general qualifications and number of key staff. Do not provide CV of staff.)

Attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture the firm leading the joint venture should be mentioned.

A Consultant will be selected in accordance with the Consultant Qualification Selection method (CQS) set out in the Consultant Guidelines.
