GENERAL PROCUREMENTNOTICE

The Government of the Republic of South Sudan has applied for financing to the International Development Association for the Institutional Development and Capacity Building Project in the amount of US$ 40 million equivalent and has secured US$ 2,500,000.00 of the amount as a Project Preparatory Advance (PPA). The Government intends to apply part of the proceeds to pay for goods, works, consulting and related services to be procured under this project.
The projectis expected to include the following Components:
Component 1: Result-oriented Management and Leadership: the component is expected to support the development of performance management, strengthen Monitoring and Evaluation Capabilities, and promote leadership skills building.
Component 2: Strengthening Institutions for Human Resource Management and Development: support under this component is expected to focus on strengthening public sector capacity and human resourcemanagement systems.
Component 3: Strengthening selected aspects of PublicFinancial Management and Accountability in selected central agencies and sector ministries: The component is expected to address stronger PFM capacities, including capabilities for accountability and oversight.
Component 4: Project Management Support: This component is to support the GRSS in managing and coordinating projectactivities.
During the Project Preparation Advance stage, expected to be implemented over 6 months from the posting of this notice, the procurement of goods, civil works and consultancy services will include: for project management support, computer hard and soft wares, motor vehicles, office furniture; and a borehole for the Human Resource Training Center. The consultancy serviceswill be in the areas of project management, human resource managementand development, and strengthening of budget preparation, execution and accountability capabilities, etc. which will be procured using the appropriate Consultants Selection methods.
Procurementof goods, works and services will be conducted through the proceduresas specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers((current edition).
Specific procurement notices (SPNs) for contracts for Goods and related services and consultancy services will be announced, asthey become available, in UN Development Business website (www.devbusiness.com) and in local newspapers in South Sudan namely Citizen, Juba Monitor and East African.
Prequalification of suppliers and contractors will not berequired for any contract. All such contracts under the project shallbe subject to post qualification requirements which will be provided in SPNs.
