This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.

The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for theDevelopment of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the Integrated Business Surveyconsultancy service.

The assignment will last for a period of 4 Months with an option for extension subject to satisfactory performance expected to start March 2016.

The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of the assignment below.

  • Objective of the Assignment
  • To review the Business questionnaire design and the sampling.
  • To provide technical adviceand technical support on the survey organization and implementation including data analysis and reporting
  • Scope of Service

The Consultant will work closely collaboration with the NBS Department of Economic Statistics, MDAs and NCT. The consultant will perform but not limited to the following activities;

a) Questionnaire design, the consultant will review the 2010 questionnaire and draft based on this the new questionnaire for 2016;

b) Support the survey piloting and test of the questionnaires

c) Developed the survey samples and field work planning including the number of enumerators;

d) Provided all the technical support during the planning, organization and conduct of the survey including the data analysis, tabulation and report writing;

e) Draft a concept note describing the objectives, sample, questionnaire, implementation plan etc of the survey.

  • Selection Criteria:

The candidate should have following qualifications and experience:

(a) Holds a Master or Bachelor degree in Statistics, Mathematics or other a relevant discipline;

(b) Have at least 5 years of relevant experiences in statistical capacity, with experience in survey methodology, survey operations and statistical standards,

(c) Must have lead a team of statisticians in conducting similar survey or any other national survey,

(d) Must have work previously in South Sudan or Eastern Africa Countries,

(e) Must have data analysis experience using the current modern statistical software

(f) Good in building capacity and knowledge transfer.

(g) Excellent command in written and spoken English

The NCT of the National Bureau of Statistics would therefore like to invite eligible individual applicants to indicate their interest in providing the above mentioned services. Applicants are encouraged to provide information indicating that they are qualified to perform the services require, and must furnish their Curriculum Vitae (CV) in accordance to the World Bank Cv submission format to ([email protected]).

A Consultant will beselected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.
