The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to paymentsfor consulting services of a Resident Senior Adviser to the Directorate of Public Private Partnership (DPPP) and Public Enterprises (PE).
The overall objective of the assignment is for the Resident Senior Adviser is to provide advisory services to the Director and staff of DPPP&PE. The advice will focus on the design and implementation of policies of monitoring and assessing PEs/SOEs using sound methodologies following international standards. These policies should aim to: (i) support macroeconomic stability and improvement of PEs/SOEs performance, (ii) safeguard the value of PEs/SOEs and help ensure appropriate returnsfrom taxpayers' investments, (iii) enhance accountability in the management and control of the businesses and provide clarity on reporting and monitoring requirements, (iv) reduce fiscal risks from PEs/SOEs tothe State, (v) assist further development and improvement in the operations of PEs/SOEs based on restructuring, modernization and diversification, (vi) strengthen the PEs/SOEs ownership policy and oversight function (vii) balance the need for accurate and timely information against any compliance burden with appropriate best-practice from the private sector and consistency with legislation, (viii) improve the reporting on PEs/SOEs operational and financial performance and promote transparency and disclosure, (ix) promote co-operation, openness, mutual respect and information sharing between management, boards and the Government, (x) professionalize PEs/SOEs boards of directors, and (xi)implement legal and regulatory reform.
The consulting services shall be provided for a period of two years renewable depending on satisfactory performance and availability of funds.
The Ministry of Finance and Economic Affairsnow invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are:
- Advanced degree in Financial Management, Economics or Public Sector Management
- A minimum of 10 years professional experience working in or with finance ministries or equivalent institutions in PEs/SOEs oversight
- Advanced skills in descriptive, inferential and advanced statistical and financial applications,
- Excellent interpersonal skills and proven interest and ability to transfer knowledge,
- Identify gaps and inconsistencies in the evidence base guiding policy and practice,
- Ability to take initiative, use good judgment, work independently and under pressure,
- Skills in use of statistical and financial software such as SPSS, MATLAB, STATA or any other statistical packages. The consultant should also have demonstrated experience in use of data entry software and Microsoft applications ( MS Word, Excel, Access and Power Point)
- Pro-active; ability to identify emerging risks or new opportunities and to share these with relevant client and seek assistance with donor partners,
- Strong interpersonal skills, with the capacity to influence without formal authority and to work in teamsacross organizational boundaries within the multi-cultural environment, and

A Consultant will be selected in accordance with Individual Consultant Selection method (IC) method set out in the Consultant Guidelines; World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers July 2014.
