The Government of Mozambique has received financings from the World Bank toward the cost of the Mozambique Digital Acceleration Project and intends to apply part of the proceeds toward payments under the contracts for Investments in telecommunications services to expand broadband coverage in rural areas. 2. The Ministry of Communications and Digital Transformation now invites sealed Bids from eligible Bidders for Investments in telecommunications services to expand broadband coverage in rural areas composed for (i) Lot 1 - South and Central Zone (95 localities), (ii) Lot 2 - Central Zone (101 localities) and (iii) Lot 3 - North Zone (105 localities).
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” September 2023 edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4.
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%. 5.
Interested eligible Bidders may obtain further information from Ministry of Communications and Digital Transformation- Procurement Sector Att: Procurement@padim.gov.mz and inspect the bidding document during office hours 08:00 to 14:30 hours at the address given below. 6. The bidding document in English language will be furnished to interested eligible Bidders upon the submission of a written application to the address below.
The Document will be shared in a PDF format. However, the document may be sent by courier at the Bidder’s cost. 7. Bids must be delivered to the address below, on or before 10:00 a.m. local time of 25th February 2026.
Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10:00 a.m. local time of 25th February 2026.
All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 8. All Bids must be accompanied by a Bid-Securing Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
