Background:
The Government of The Gambia, through a World Bank-financed project of USD 35 million, the Gambia Fiscal Management Development Project, is implementing activities geared towards strengthening the financial and operational efficiencies of SOEs within the country. In particular, the project objectives caters for the realization of increased fiscal space within SOEs, as well as the efficient and effective utilization of public resources within SOEs.
The SOE sector in The Gambia comprises 13 SOEs delivering public services in various sectors such as energy, telecommunication, agriculture, transport, services, and petroleum amongst others. Over the years, SOEs have posed significant fiscal risks to public finances due to weak operational and financial performance. In the Gambian context, the management of SOEs has been a challenge, but it has also been undergoing some reforms and is expected to evolve over time to attain their core objectives in the delivery of services to the public.
To this effect, one of the key reform agendas is to strengthen and enhance the capacity of women in State-Owned Enterprises. Although it is evident that women play a critical role in the socio-economic development of a nation, decision-making at the highest level is still primarily dominated by men. As for SOEs in the country, the number of women employed has noticeably increased over the years, even in management positions, yet, compared to men, they are still deemed to be inadequately represented at management levels.
Objectives
The main objective of this training is to raise awareness of women leaders in SOEs on the manifestations of gender bias and on the effects of discrimination against women on their career path, as well as on the organizational development of SoEs.
The training also intends to build the capacity of current and potential women leaders of SoEs by equipping them with knowledge and skills on effective and gender-responsive leadership, corporate enterprise management, as well as coping with institutional challenges.
Furthermore, it will equip the middle and senior female management cadre of State-Owned Enterprises with skills that will enable them to strategically use their strengths and abilities – their competitive edge - while mastering their emotions even in the most challenging work environment. They will also learn how to build a network of support, take smart risks, and discover how to conduct themselves in a manner that will earn them respect whilst steering the goals and objectives of their institutions in the most diligent and competent approach.
Scope of Services
In addition to the objectives highlighted above, the scope of the training will include the following:
Enhance the capacity of female staff of the various State-Owned Enterprises (SoEs) in Leadership. This will include:
- Equip women in SoEs with information on how socially constructed gender norms affect their careers.
- Support women in SoEs with the knowledge and skills needed to mainstream gender into their respective program activities.
- Allow women staff in various SoEs to strategically use their strengths and abilities to achieve their personal and professional goals, and develop a network of support.
- Be in a position to negotiate successfully and provide effective leadership in their respective areas of work.
- Build capacity in identifying and eliminating sexual harassment in the workplace.
- Build capacity in identifying and eliminating discrimination against women due for promotion.
- Strengthen the capacity of female middle managers in leadership, teamwork, strategic decision-making process, etc.
- The sharing of the training materials with trainees and other learning aids.
- The Certification of trained staff.
- The submission of a Training Report
- Develop tools to be adopted for monitoring purposes.
Qualifications, Experience, and Competencies
The firm should have a good track record in the successful implementation of similar engagements. In addition, the selected firm should have the following:
- At least 5 to 10 years of experience in the area of capacity building, with emphasis on, SOEs or private companies’ corporate governance and management, gender equality, gender bias, gender-sensitive leadership, and women empowerment in the workplace.
- Deep experience of private or public enterprises’ gender-sensitive development issues and Human Resource gender-sensitive development.
- Prior record of supporting or coaching well-known companies or organizations
will be an asset.
Submission Requirements:
The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July dated July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultant Firms may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00.
