The Government of the Republic of South Sudan (GRSS) is implementingthe Local Governance and Service Delivery Project (LGSDP) financed bythe International Development Association (IDA) as well as the bi-lateral donor Denmark. The LGSDP is implemented on behalf of GRSS by the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB).

The Project Development Objective of LGSDP is "to improve local governance and service delivery inparticipating counties in South Sudan." Key results include: (a) more inclusive and participatory local planning, implementation and accountability processes that also address local drivers of conflict; (b) improved county government functionality and capacities through 'learning by doing'; (c) a more predictable and transparent system of transfers to country governments; and (d) expanded access to services in counties covered by the Project.

The Project comprises of four components: (i) block grants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) Project management support through a Project Management Unit (PMU) and State-level Project Coordination & Support Offices (SPCSOs).

The key results anticipated from the project include: (a) more inclusive and participatory local planning, implementation and accountability processes that also address local drivers of conflict; (b) improved county government functionality and capabilities through 'learning by doing'; (c) a more predictable and transparent system of transfers to county governments for investment subprojects; and (d) expanded access to services in counties covered by the project.

The first phase of the LGSDP was approved in March 2013 with the planning process taking off in the ''Fast Track Initiative'' states of Jonglei, Upper Nile, Lakes and Western Equatoria. Due to the onset of the conflict in December 2013, the project activities in two states of Jonglei and Upper Nile were temporarily deferred and project activities implementation continued in the statesof Western Equatoria and Lakes where implementation of 28 PDG projects have been completed.

The project will be midway through its implementation by February 2016; hence the MoFEP/LGB and the International development Agency of the World Bank would like to carry out a mid-term review (MTR) of the implementation of the project. The Ministry of Finance, Economic Planning and the Local Government Board intends to apply part of the proceeds of this grants for consulting servicesfor under component 4 to engage a firm that will carry out midterm review of the project in the first quarter of the calendar year 2016.

The general objective of the assignment is to assist the Ministry of Finance & Economic Planning (MoFEP) and the Local Government Board to carry out a midterm review of the implementation, policies, and results of the project to date with a view of making proposals to improve the efficiency, effectiveness, relevance, sustainability and overall impact of the LGSDP.

The Project Management Unit (PMU) of the Local Governance and Service Delivery Project in the Ministry of Finance and Economic Planning now invites eligible consulting firms ("Consultant") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are as follows:

a) Specific experience in successfully implementing similar assignments;

b) Experience of relevant services in an environment similar to that of South Sudan; and

c) The technical andmanagerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff). Do not provide CV of staff

Attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July, 2014) ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.

Consultants may associate with other consultants in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture the Consultantleading the joint venture should be mentioned.

A Consultant will be selected in accordance with the Consultants' Qualifications (CQs) set out in the Consultant Guidelines.
