Country: Kingdom of Eswatini Project: Network Reinforcement and Access Project Sector: Energy Sector Project ID No.: P166170 The Government of Eswatini intends to apply for a loan from the International Bank for Reconstruction and Development (IBRD) to finance the Network Reinforcement and Access Project (P166170) and intends to apply part of the proceeds to eligible payments for goods, works, related services, and consulting services to be procured under this project. The project aims to improve reliability of electricity supply and increase access to electricity services in targeted areas of Eswatini.
The project will broadly support the procurement of the following categories of items under the open international approach to market: Works that will use open international approach to market include construction and expansion of 132kV transmission lines and substations from Nhlangano II to Lavumisa and construction and expansion of the distribution network in the Shiselweni region. Non-Consulting Services that will use open international approach to market include the LIDAR survey. Consulting Services that will use open international approach to market include Engineering Services for transmission lines, substations and distribution networks, environmental and social studies, and sector studies.
The project has three components: Component 1 - Reinforcement of the Transmission and Distribution Grid; Component 2 - Electricity Access Expansion; and Component 3 - Analytical Support. Procurement of contracts financed by the proceeds of the proposed IBRD loan will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations), revised in November 2017 and August 2018, and is open to all eligible firms and individuals as defined in the Procurement Regulations.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, Eswatini Public Procurement Regulatory Agency website (www.sppra.co.sz) and national newspapers in the Kingdom of Eswatini.
