- This Request for Expressions of Interest follows the approval and publication of the Procurement Plan for this project that appeared on the World Bank External Website on May 12, 2023.
- The Government of the Republic of South Sudan has received funding from the Bank (International Development Association - IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan – Transport Sector Development and Regional Integration Project (SS-TSDRIP) and intends to apply part of the proceeds for the payment for the consultancy services for the Pre-feasibility study, environmental/social screening and preliminary engineering design, and cost estimates for the Waterways Ports Infrastructure, Access Roads and Equipment in Juba and Bor
- The study shall include reviewing and assessing the current situation of the ports’ infrastructure, access roads and operating facilities and equipment in ports on the section between Juba and Bor. The study is expected to prioritize identified economic feasibility, concept engineering design, environmental and social screening and cost estimates for a new port in Bor. In the port of Juba, an assessment will be conducted on requirements for port functions in addition to ongoing investments in infrastructure and equipment financed under the JICA development framework. The quick scan will identify and describe basic needs and short-term improvement possibilities for Mongalla, Terekeka, Mingkaman, Dhiam-dhiam and Shambe, including a rough cost estimate based on common parameters.
- The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR), and the services are expected to be carried out tentatively for six (06) months.
- The Ministry of Transport now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
- A Minimum of 15 years of core business as a consulting firm in undertaking pre-feasibility study and concept engineering design, cost estimates, and environmental and social screening for the port’s infrastructure, access roads and operating facilities and equipment.
- Experience in similar conditions with at least one (1) similar project in Sub-Saharan Africa or other countries in the world at a similar level of development as Sub-Saharan Africa over the last 10 years.
- Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability (Provide only the structure of the Organization, General qualification and number of Key staff in areas of Project Management, Civil/Transport Engineering, Port Engineering, Transport Economics, Environmental and Social Safeguards Management. (Please provide short CVs/biodata of experts to ensure compliance for requested Key Experts).
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of the association, whether it is a joint venture or a sub-consultancy, should clearly be stated. In the case of a joint venture the firm leading the joint venture should be mentioned.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; and revised November 2017, July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016; and revised November 2017, July 2018 and November 2020: Section VII. Approved Selection Methods: Consulting Services - Selection based on the quality of the proposal and cost of services (QCBS).
