Preparation of a Business Plan and Marketing Materials to Support Investment Promotion for Setting up Commercial Cashew-ProcessingFacilities in Guinea-Bissau

The World-Bank has recently approved a US$8.2 million credit to the Government of Guinea-Bissau (GoGB) intended to implement the Private Sector Rehabilitation and Agribusiness Development project (PSRADP), to support the inclusive development of the cashew agribusiness sector and to promote entrepreneurship in other sectors of the economy.

The PSRADP is seeking a consulting firmto prepare the business plan and marketing materials to support investment promotion for setting up these commercial cashew processing facilities in Guinea-Bissau.

The business plan will assess the conditions of the commercial viability for anadequately scaled processing plant or plants to be set up in Guinea-Bissau, based on the similar experiences in Africa and elsewhere, usingmanual and/or automatic technology and a gradual increase in scale. The business plan will be supported by a value chain analysis of the cashew sector in Guinea-Bissau, aimed at assessing the benefits of localvs. international processing of the cashew nuts, and a preliminary identification of potential international investors.

The study will include 3 main tasks:

  • Task 1:Analysis of the local value chain in Guinea-Bissau;
  • Task 2:Business Plan and related Transaction Options that can be used to attract investors for a model plant;
  • Task 3:Preparation of promotion materials aimed at promoting the investment under conditions consistent with the Business Plan above.

The study is expected to be completed over a period of 12 weeks since the signing of contract.

The team should demonstrate the firm's experience in similar assignments including on (i) Business plan methodologies in the agribusiness sector, preferably in Sub-Saharan Africa;(ii) Agricultural economics and agronomics, supported by value chain analysis, preferably in the cashew nuts sector; and (iii) Transaction structuring, PPP or other options to select an investor in agro-processing plant investments.

The expression of interest may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.

The candidate firm will be selected based on procedures defined in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
