A. Introduction

This Request for Expression of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, and The Citizen on 3rd July, 2014, and The Juba Monitor on 4th July 2014.

The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of preparing detailed design and tender documents for the construction of the National Bureau of Statistics Headquarter OfficeBuilding in Juba.

B. Objectives

The overall objective of this assignment is to prepare detailed design and tender documents for the construction of the National Bureau of Statistics Headquarter Office Building in Juba aimed at strengthening the National Statistical System in the Republic.

More specifically, the objectives of the consultancy will be:

i. Inspectthe site and carry out all necessary site investigations and analysisto serve as the basis for the final detail design;

ii. Conduct a facilities needs assessment of the NBS office space requirement and standards; and

iii. Produce the final detail design, cost estimates and tender documents for the NBS building complete with all the necessary ancillary works.

C. Scope of the Work

The consultantshall do everything necessary to achieve the objectives stated above and in doing so shall carry out all necessary tasks, including but notnecessary limited to the following:

i. Inspect the site and verify the precise location of the site and its limits (with GPS coordinates), and establish its ownership and determine any resettlement and environmental impact issues that need to be addressed;

ii. Check any existing survey or as necessary conduct topographical survey of the site and the associated surrounding terrain which will have to be taken into account regarding access to the public road and drainage of the site;

iii. Check any existing soil investigation and material tests and reports and, as necessary, conduct all soil investigations and material test analysis needed for the final design of the building. The availability and quality of borrow pits and quarriesor sources of crushed aggregate or other construction materials should also assessed;

iv. Conduct a facilities needs assessment of the NBS staff and identify an appropriate phased construction design approach;

v. Review available preliminary design, if any, or prepare preliminary design and draft tender documents, prepare the final design (architectural, structural, sanitary, electrical, mechanical and other required designs), together with an Engineer's Detailed Cost Estimate, and Tender Documents for the approval of the client

D. Selection Criteria:

The Project Management Team of National Bureau of Statistics (NBS) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

i. General experiencein civil engineering project feasibility studies, design and supervision consultancy services;

ii. Direct experience in multi-storey building designs ,tendering and project management;

iii. Capacity: The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff (Do not provide CV of staff); and

iv. Consultancy experience in projects financed by government and international donor in

Developed and developing countries, especially in East Africa.

E. Timeframe

The overall assignment is expected to last for not more than five (5) months from the dateof signing of the contract.The time framework for the proposedassignment is expected to commence May/June 2015 through October 2015.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture ora sub consultancy, should clearly be stated. In case of joint venturethe firm leading the joint venture should be mentioned.

A Consultant will be selected in accordance with the Consultants Qualification based Selection method (CQS) set out in the Selection and Employment of Consultants Guidelines.

A consultant will be selected in accordance with the procedures set out in the Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.

The deadline for the receipt of Expression of Interest is April 10, 2015; 4:00Pm Juba time (04:00 pm). Expressions of interest must be in a written form delivered (in person, or by mail, or by e-mail) to the address below.
