Specific Procurement Notice (One Envelope bidding process) Invitation for bids for Procurement, Supply and Delivery of 6000 Village Health Workers Reporting Electronic Gadgets to Ministry of Health. RFB No: LS-MOH-452172-GO-RFB-LNHSS-2024 Issue date: 26/09/2024 The Government of Lesotho has received financing from the World Bank toward the cost of Lesotho Nutrition Health Systems Strengthening Project (LNHSSP), and intends to apply part of the proceeds toward payments under the contract for Procurement, Supply and Delivery of 6000 Village Health Workers Reporting Electronic Gadgets to Ministry of Health.

The Principal Secretary of Ministry of Health now invites sealed bids from eligible firms only for Procurement, Supply and Delivery of 6000 Village Health Workers Reporting Electronic Gadgets to Ministry of Health. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Proposers may obtain further information from Ministry of Health headquarters from Procurement Unit or email Mr. M. Moeketsi and cc Mr. M. Motsukunyane on following emails, lnhssproject@gmail.com cc motsukunyanemolise@gmail.com and inspect the bidding documents during office hours 08:00 to 16:00 hours at the address given below.

A complete set of bidding documents in English may be purchased by interested eligible bidders upon payment of a nonrefundable fee of LsL2,000.00 to Ministry of Health Head Quarters, Accounts Unit level 1 Corner Constitution Road & Linare Road Maseru Lesotho. The Method of payment will be Cash at Accounts Unit level 1 Corner Constitution Road & Linare Road Maseru Lesotho. The Document shall be collected from the address mentioned below and will also be send by email upon receipt of the payment.

Bids must be delivered to the address below on or before 31st October, 2024 11:00 hour’s Local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 31st October, 2024 11:30 hour’s Local time.

All bids must be accompanied by a Bid Security of 2% of the Total Bid Amount on Letter of Bid in a form of Commercial Bank Guarantee valid for 30 days beyond validity of the bid. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document. Ministry of Health reserves the right to cancel the tender before submission or opening of the tenders, postpone the tender submission or opening date and accept or reject any or all tenders without assigning any reason thereof.
