- The Government of The Gambia has received financing from the World Bank toward the cost of The Gambia Resilience, Inclusive, Skills and Equity Project (P179233) and intends to apply part of the proceeds toward payments under the contract [1]for Comprehensive Higher Education Management Information System (HEMIS). This system will serve as a comprehensive digital transformation platform and turnkey solution to modernize all MoHERST operations while establishing The Gambia as a regional leader in higher education management systems and will include the installation, integration, training and technical support.
- The Central Project Coordination Unit of the Ministry of Finance and Economic Affairs now invites sealed Proposals from eligible Proposers for a Comprehensive Higher Education Management Information System (HEMIS).
- The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement under IBRD Loans and IDA Credits, seventh edition of September2023 revised February 2025, and September 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria including technical: 80%. and for Price: 20 %.
- Interested eligible Proposers may obtain further information from Central Project Coordination Unit, MoFEA, Royal Insurance Building, OIC Bertil Harding Highway, Kotu, and inspect the request for proposals document during office hours from 8:00am to 16:00hours Mondays to Thursdays and from 8:00am to 12:40pm on Fridays, at the address given below:
- The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee[2] of USD 200.00 or its equivalent in Gambian Dalasi. The method of payment will be by cash or by Bank transfer to the following account:

- Proposals must be delivered to the address below on or before 24th July 2026, at 11:30am Gambian Time. Electronic procurement will be permitted. Late Proposals will be rejected.
Only the technical proposal will be publicly opened in the presence of the Proposers designated representatives and anyone who chooses to attend, at the address below, on 24thJuly 2026 at 12pm Gambian Time, CPCU Conference Room. All submissions marked “FINANCIAL Proposal” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
- All Proposals must be accompanied by a Proposal Security in the amount of US$10,000 from a reputable Bank.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
