REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: ANGOLA Project: SECOND WATER SECTOR INSTITUTIONAL DEVELOPMENT PROJECT (WSIDP-2) Loan No. IBRD-87020/ IBRD-88760/ COFN-C1560 Project ID: P151224 Title: CONSULTANCY SERVICES FOR PROCUREMENT AUDIT OF THE WSIDP 2 Reference No.: 107ACS4/UCP/24 The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Development Agency (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for Consultancy Services related to “CONSULTANCY SERVICES FOR PROCUREMENT AUDIT OF THE WSIDP 2”. The main objective of this assignment is to review the procurement, contracting, and implementation processes followed for contracts under the Project and to determine whether they were carried out in accordance with the World Bank’s Procurement Regulations and the provisions of the applicable financing agreements. The consulting services (“the Services”) include (i) determining whether the procurement and contracting processes were carried out in accordance with the applicable financing agreements and achieved the expected economy and efficiency; (ii) determining, to the extent possible, whether identified non-compliance with the applicable financing agreements, inappropriate practices, or questionable decisions/actions may have been related to corrupt practices; (iii) evaluating the quality, timeliness, and reliability of the project's procurement processes, measures, and procedures in ensuring that procurement and contract management were carried out in accordance with the Bank’s Procurement Regulations and the applicable financing agreements; and (iv) identifying, in light of any deficiencies, ways of improving the procurement and contracting process. The duration of the assignment is Five (5) Months The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A consulting firm shall be selected to carry out the procurement audit of Projects. Qualification requirements of the consulting firm shall include the following: • A minimum of 10 years procurement audit experience

• The firm has completed at least five (5) procurement audit assignments for projects financed by multilateral development banks within the last 10 years. • Having executed 2 similar assignments for World Bank-financed projects will be an advantage. • Substantive Experience in similar conditions/ region is an advantage

Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” fourth edition, November 2020 (“Procurement Regulations”), and to the World Bank’s policy on conflicts of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations.
