- The Ministry of Agriculture and Food Security (MAFS) has received financing from the World Bank toward the cost of the West Food Systems Resilience Program (FSRP 2) and intends to apply part of the proceeds toward payments under the contract for Procurement for the Construction, Supply and Installation of 10 Surface Water in Konta, Mamasa, Mabang, Gbonbolor, Dahama, Gbondapi Pier River, Torma Bum/Gbatiwaya River, Gambia/Jong, Tissana, and Bureh/Little Scarcies; and 10 Ground Water Monitoring stations in Gbondapi, Mokonde, Torma Bum, Gold tree, SOCFIN Mill, Koribondo, SLARI Innovation Park, Rokuprr, Camp Charlie, and Miro Forestry.

- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Revised September 2025 – Seventh Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for the Bid cost: 30%.
- Interested eligible Bidders may obtain further information from Procurement and Technical Units, West Africa Food Systems Resilience Program (FSRP 2) via email at [email protected]; [email protected] ; [email protected] and inspect the Bidding document during office hours from 0900 to 1700 hours at the address given below.
- The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLE2,500.00 (Two Thousand, Five Hundred Sierra Leone Leones) or equivalent in any convertible currency. The document will be sent to bidders via email to all bidders who expressed interest in bidding. - Bids must be delivered to the address below on or before Friday, 31st July 2026 at 14:00 hours Local Time - Sierra Leone. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Friday, 31st July 2026 at 14:10 hours Local Time - Sierra Leone. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
- All Bids must be accompanied by a:
- Bid Security in the amount of Four Hundred and Fifty Thousand Sierra Leone Leones, (SLE 450,000.00) or its equivalent amount in a freely convertible currency acceptable to the Employer at the Central Bank rate on date of issuance. The Bid Security shall be denominated in the currency of the Bid and in favor of the Ministry of Agriculture and Food Security (MAFS). Bid Security may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid.;
- Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration;
- Signed and stamped Bid Form;
- Completed Bill of Quantity (signed and stamped);
- Business Registration Certificate;
- Ministry of Works Certificate Financial Class Two (2) or better;
- National Water Resources Management Agency (NWRMA) Borehole Drilling License (Minimum Class B);
- Method Statement and Work Program;
- Business Profile of the Contractor;
- Evidence of Experience in Similar Works (financing or drilling of borehole works);
- Evidence of ownership or access/rental to Borehole Drilling Machine and accessories;
- National firms shall be required to submit the below required documents.• • Valid National Revenue Authority Tax Clearance Certificate (with business registered TIN number).
- Valid National Social Security Insurance and Trust (NASSIT) Clearance Certificate.
- Any other relevant document
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
