The Government of the Republic of Angola has received financing from the World Bank toward the cost of the Enhancing the Social Protection System for Human Capital and Resilience – KWENDA 2 Project, and intends to apply part of the proceeds toward payments under the contract for the Procurement of Vehicles for the KWENDA 2 Project.

The FAS | IDL – Local Development Institute now invites sealed Bids from eligible Bidders for the procurement of forty-four (44) new vehicles, including related services such as delivery, inland transportation, commissioning, warranty, maintenance, technical support, and training.

The vehicles will be deployed across multiple provinces of Angola to support field operations and administrative activities under the Project. The vehicles must be suitable for intensive use in demanding field conditions, including remote areas with difficult terrain, long distances, and limited infrastructure, and must meet high standards of durability, reliability, and operational performance, as detailed in the bidding document.

The procurement will be conducted through international competitive procurement using a Request for Bids (RFB), in accordance with the World Bank’s Procurement Regulations for IPF Borrowers of July 2016, as updated through (September 2025), and is open to all eligible Bidders as defined in the Procurement Regulations.

The procurement will be conducted using a two-envelope procedure (Technical and Financial Parts). Evaluation will be carried out by lot, as follows:

  • For Lots 2, 3 and 4, evaluation shall be based on the Most Advantageous Bid, using Rated Criteria combining Technical Score and Financial Score, in accordance with Section III of the bidding document.
  • For Lots 1, 5 and 6, evaluation shall be based on the lowest evaluated cost among substantially responsive Bids.

Bidders may submit Bids for one or more lots. Each lot shall be evaluated and awarded separately. Interested eligible Bidders may obtain further information from and inspect the bidding document during office hours (08:30 to 15:00) at the address below:

A complete set of bidding documents in Portuguese may be obtained by interested eligible Bidders upon submission of a written request to the address above.

Bids must be delivered to the address below on or before: 03 June 2026 at 10:30 a.m. (Local Angola Time). Electronic bidding will not be permitted. Late Bids will be rejected.

The Technical Parts of the Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below, immediately after the submission deadline.

The Financial Parts of the Bids of technically qualified Bidders will be opened at a later date, which will be communicated in writing to all qualified Bidders, in accordance with the provisions of the bidding document.

All Bids must be accompanied by a Bid-Securing Declaration, as specified in the bidding document.
